I used an air hammer with a blunt tool. Left the nut on the end of the bolt to reduce the amount the hammer bounces around. BUT, you can't hammer much and have to be careful, it's really easy to ruin the threads on both the bolt and nut. Once the hammer moved it, I drove it out with a soft face dead blow hammer.
