The bolts are just rusted in place. They are simple bolts through holes and the nuts hold the steering arms on.

The ball studs are peened in place, to remove them, drill from the back side to to remove most of the material, then drive them out. The hole in the arm is hourglass shaped, so when the metal is peened over, it won't pull out the other side. Do not drill to big or you will ruin the arms.
