It needs some tooth for the Zero Rust to stick. I don't sand at all, wire brushing is all it needs.
Actually, even with wire brushing it is possible to polish (burnish) the metal and make it too smooth. It that happens, it should be roughed up once again before painting. I believe spec sheets for these products recommend hand wire brushing to avoid that.
