Sounds like they painted your truck with lacquar primer. You may have more rust there than is showing yet. Lacquar primer isn't waterproof, moisture, rain just go right through it. It's not much better than having the truck sitting in bare metal.
Sounds like you have right idea on stripping off old primer.
