Are you writting about a drain hole? I worked at a body shop in California where I worked on a mustang that was fixed before. Even in a dry area the doors rotted from the previouse owner fixing the little holes at th bottom of both doors. If its no the drain hole it's possible to fill a hole but you will need to do alot of grinding. Be carfull to weld a little at a time as to not warp or over heat the metal. Also go at an angle cause straight on the metal burns thru easy. Practice on some scrap. Harbour frieght sells a 4 inch grinder for 15-20 skins and mine has been in an abused use for 2 years as a grinder/wirebrush, and still runs well on a 100 foot cord. Most of all,GROUND it well, you can fry your self! May the truck gods be with you. :p I use a magnet out of a blown speaker to hold stuff long enough to tack it, works good.Flux!
