As shown in his photo cutting those types of bolt reliefs is key to a good fit (and 3M weatherstrip glue). I sharpened a 1/2 pipe nipple on my bench grinder as a punch to make the holes and the cut the remainder with scissors. It has held up well and while the factory may not have applied it to the rear fenders I think it finishes them off.
