I would not open the tube, until/unless you know that oil will go through the entire rocker arm.
Coil mounted on what, the starter?
What year and size/model truck? Might you have an electric solenoid starter, and you are referring to the solenoid? Can you post a link to a picture?
The engine is a '60 235. It is a solenoid starter. Here's the pic:
