I have a speedy sleeve on mine and I just replaced the seal. In order for the lip to face the right way, my seal was mounted with the open end towards the inside. In other words I had to use my driver on the open end of the seal. I found a 3" to 4" transition plumbing part at Home Depot that made a perfect driver.
I don't think the felt is used these days.
