Fred is right the pad goes between the support and the frame crossmember. On my 46 there is only a thin rubber pad there which causes the front end to sit too low, which causes problems with the bumper supports hitting the top of the holes in the filler pannel below the grille. I need to put in a thicker pad to raise the front so it is aligned properly. This also affects the alignment of the hood.
