I would suspect that the gas tank is fuel of varnish. I would get the original carb back that they replaced. In my opinion they installed a replacement carb, got the car running and then when it sat the gunk from the gas tank plugged the carb again. I would also suspect some stuck valves and or bent pushrods. Don
