1st and easiest test is to make sure the correct carb to manifold spacer gasket was used. The proper gasket should have short openings radiating out from the center hole to allow vacuum to get to the power piston.

2nd easy check is to make sure the throttle linkage is connected to the short excellerator pump linkage on the outside of the carb. If the pump doesn't squirt a small stream of gas into the venturi when the throttle is depressed the engine will stumble and hesitate on excelleration.

Other checks require disassembling the carb to make sure the proper sized BB's are in the correct passages.

Also make sure everything associated w/the carb mounting is good and tight and theres no vacuum leak.
