Your battery is fully charged and has good clean posts and grounds...right. The proper thing to do would be to pull the starter off and disassembly it, looking for thrown solder, hung brushes, a black shorted commutator bar or a obvious burned and separated wire. Before I did this I would take a hammer and bang around on the starter while it was in the truck. Smack it hard enough to wiggle things but not hard enough to bust or dent the case...then try to start it again. If the starter is grounded properly and you bypass any suspicious starter switch by touching the battery cable directly to the starter post, there should be some kind of spark. If you get no spark, there is a open in the circuit. I am guessing we are talking about a stomp starter...not a solenoid type.
