Is it normal for the gauge to return to EMPTY when the key is turned off...I don't know. It almost sounds like the gauge could be sticking mechanically. Does tapping on it get any results. It is moved electrically so if it is suppose to return to rest on 'E' when power is removed and it doesn't, it seems like it would be mechanically stuck or getting some stray voltage from somewhere. These gauges are so simple yet I have seen the most bizarre happenings with them. I wonder if a voltage reading between the cluster case and battery ground would prove anything.
