As an option i believe they drilled the holes. Take the panel off the right door and reach up into the front corner of the interior of the door. The passenger-side door has the same plate, with holes, but no weld-nuts on the mounting plate or holes in the exterior skin, unless the passenger-side mirror was installed at the factory or at the dealership. The backing plate serves hole location well.
