Have located a good 3 speed full syncro manual trans out of a 1971 truck locally. Don't know yet what the owner wants for it. What would be considered a resonable price to pay?

How bad do you need one? If it is close to home, you can save $100 shipping. If it is a good running takeout that you can install as is, you can save a $250 rebuild. These are all considerations to consider rather than just a core price as quoted above..

He asked what is a reasonable price, that is what they go for here in the West. Not a core but a useable replacement.

I agree, usable replacement ought to be cheap, there's nothing special about those transmisisons.
That said and as crenwelge mentions if it's better than average, close to home, and so on you could be money ahead even if you end up paying more up front. lots of factors to consider.
