So, I think I know how the parking brake release goes back together, but the washer under the spring, the leather seal, and the exact spring placement has me confused. So my questions are:
1. Does the leather seal ( #3 ) go inside the "pocket" ( pocket ) on the bracket? If so, why is it so much smaller than the pocket. What is the orientation (long dimension vertical or horizontal)? What keeps it in place other than the brake pedal rod (see question #2)?
2. Does the lock bar spring thread into the bracket hole and rest on the pocket/leather seal? The spring does not fit in the hole, but I guess it can be treaded in. If so, does the spring (or washer, see question #3) hold the seal in place?
3. Does the small washer go under the spring (between bracket pocket/seal and spring)? If so, is washer #1 ( #1 ). The washer diameter is smaller than the spring. This washer will not fit on the end of the pedal shaft...if wrong washer, what is correct washer size?

And finally, I read that paint on the pedal arm rod is not a good idea...I plan on blasting the paint off and zinc electroplating the rod.

I powder coated my arm and have not had issues.
The nuts on my release knob are not per plan but that's how I found it so I kept it that way

So, you have the small washer under the spring as I suspected. You also appear to have the spring "treaded" into the toe panel hole and resting on the bracket "pocket". I also see where you have the leather seal, but cannot tell which way you oriented the seal. But does it matter as the spring probably holds in place regardless of orientation.

Yes, that spring. The spring will not simply drop into the hole in the bracket/toe panel. But, it will thread in easy enough.

Went home for lunch and assembled. Only "improvement" I am going to make over factory is to use a thicker nylon spacer in lieu of part #351469 ( diagram ). The spacer will be thicker to take the side to side motion out of the parking brake "lever" and hopefully eliminate a potential rattle point.
