There is a spring and it is not discernible in those illustrations. Maybe someone will post a photo?

It shows the return spring. http://www.pbase.com/dennygraham/image/134021809If you have a single rod then it probably replace the two at some time in the past 60 years and the single rod would have a tab spot welded on the rod where the front of the spring would be hooked. This connects to the Emergency brake control rod by way of the center connection. The center connection should be placed in a downward direction to connect to the Emergency brake pull assembly
