Just want to sure I understand with drill in hand. Looks like the safest way is to place the bracket against (or very close to) to the rubber trim. From the diagrams, I see no danger in that. I really don't get the 1/2" measurements in the Chevy diagram, which seems like overkill. What about just go right up to the rubber, mark, and drill? What say you?
