I can see where the wire exits the column at the bottom, and when I pull the steering wheel I can see the contact ring down inside the column, but I can't figure out how that contact ring comes out to attach a new wire. Any hints ?

With the proper puller, it can be removed intact. Since few of us have the puller, you can remove the bearing and replace it with a new one. Here's a tech tip on it. Horn tech tip
