It's installed and it works great. But when you turn it on, the first motion it makes is down. In other words, picture the wipers sitting along the bottom of the windshield. You'd think their first motion would be up, but instead, they go down past the lower seal on the windshield. I pulled the wipers off and just watched the pegs while the motor was operating and down is the first motion they make. Is it possible I have the arms on wrong under the dash?

I don't know if it will relate you your vacuum wiper. You will know right away if they are wrong. The transmission arm will bind.
