The panel-body rear-fender bolts and washers are completely different from the pickup's. They are not typical fender washers and the bolts are indented hex head without flange.
If Snubby does not post a few photos, I'll take one off my Suburban and post a few photos.
The bolts are available (even stainless from Totally Stainless); however, I have never seen the heavy/thick cupped serrated/starred washers for sale.

I'll see how easily I can take one off to photograph.
Some of those part numbers are surely correct.

I was wrong about the indented/recessed hex head. It is a plan hex head bolt (they are captive with the washer and are not stainless, so I do not think that I changed them).
I have photos that I will post in about an hour. I have to take my daughter to her wedding shower - I was not invited.

Yes, suburban/panel rear fender bolts appear to be quite different than the trucks. Which makes sense, given the difference in the way it mounts. Here's a photo that shows what I believe to be original parts. I don't believe this has been removed. I've also taken a fender off another panel that had these very same bolt/washer combo. Your bolts look like what I had thought my bolts looked like, indented/recessed hex head.
They are available without the flange.
Even if the flange head bolt or the original washer is used, I like to spread the pressure through a fender washer.
