Word from my brake guy is that 'NEW' shoes/linings today are not soft enough for better stopping power. Anyone know of a source for other than this hard stuff???
A buddy some years back found linings for his 31 Buick that were softer and that big tank stopped much better even with mech brakes..

You might give Friction Materials in Long Beach, CA a call.
562-436-4224. I have had brakes for everything from scooters to cranes relined by them for the last 30 years. They should be able to tell you what is available on the market.
