It looks to me like it might be a homemade setup. Many cars had vent windows back then and it may have come out of one of those.

The hardware is chrome plated brass and the pivot points are hemisheres with matching hemispherical washers. This makes the friction that holds their adjustment and makes the adjustment very smooth.
