Should there be continuity between the power wire and the mounting base? I am trying to mount clearance lights and I get a reading between the supply wire and the mounting base. Wouldn't that mean a short in the light fixture?

You're getting a circuit through the bulb filament to ground. The only way to get a completely open circuit would be to remove the bulb from the socket.
