I was looking at your pics and noticed that your clutch pedal was much higher than the brake pedal. Mine is the same way. I had a 64 in 1982 and I just don't remember the clutch being that high. The fenders will bolt up using the following OEM bolt:
5/16"-18x1" Hex washer head body bolt - Dog Point "black"
The local body and paint shop as these 25 to a box for $11.99 #942
When mounting the fender up, the front 4 upper-most bolts will pass through the fender and screw into the front cap. The lower-most bolt will pass through the cap and screw into the lower fender, "I" think this bolt is slight larger as was the top bolt for the cap to mpount to the radiator support. I have not measured it yet.

Although the fasterners are a slightly different configuration, from Totally Stainless, they do the job. The clutch is a heavy duty as well,I don't think that has much to do with the pedal height. | | |
