If the lifters are new, they won't have any oil in them, and they will collapse to the point they're stacked solid if you attempt to do a normal adjustment procedure. Leave 'em a little loose, and see if the compression comes up.

I just ran into this on a 350 that a friend installed in his truck, then it wouldn't start. When I got to his place, the engine would whirl over very quickly.
Checked his valves and he had run them down tight. Backed them off and started over. Started right up when we were done. | | |
