Let's start from the beginning
New Cam,timing gear,Lifters, new orings on valves, new gaskets all around.
Engine 292 with 12V Distributor
New points and condensor
The timing light does not light up when applyed.
I tried this test, ignition key on. dist cap off, coil wire off dist. and 1/4 off ground, used a screwdriver to open and close points. I get spark.
So. I would think it should be in the cap, points, condensor but all are new and adjusted correctly.

Yes, the distrubutor is turning.
The engine sounds like it want to start, just no spark.
It is funny you responsed,as I searched the forum and found some good advice from you, which I will be following.
You spoke about timing, lining up the #1 on compression and the #6 on exhaust.
I somewhat quoted you on the 1947-present chevy forum.
Now with that advice do I remove ALL spark plugs to find TDC?

I had the same problem last year where the timing light didnt work.My problem ended being bad spark plugs. Apparently if you do short start ups your plugs can go bad.I had brand new ngks with maybe a half hour run time when they went bad.Just another thing you can check

Update.
I benched tested the coil. First the primary circuit tested within specs.Since this tested O.K, I when to test the secondary circuit and the coil failed. This is why I was getting a weak spark, I ordered a new coil and with this I have a good spark.
Now I have to readjust the rockers. Please follow the new topic that I started for this progress.
