One tube is longer (inside tank) than the other. The short one goes to the radiator cap via hose. The longer one is the tank dump line. We run a hose from the taller one to under the frontend area somewhere. When fluid starts to fill the tank up it will rise till it reaches the top of the taller tube. It then is dumped overboard.

One tube will be several inches longer or taller or the end will be closer to the top of the resevior than the other. If the resevior has no cap to look into, the use a small stiff wire with a short hook on the end. Run the wire up from the bottom. Measure the stiff wire when it exits the tubes at their top. One will be several inches longer than the other.
