The front pan that sits at the bottom of the rad and attaches to the bottom front valance has 2 bolt holes that do not make any sense to me. They are on each side of the pan and are a threaded hole directed towards the wheel wells. I cannot for the life of me figure out what or why anything would be boltsed in this area. The topside is a welded square nut to a 1/2x2" strip of metal indented into the pan. On the bottom a 8-10" rod with flattened, drilled ends is attached. The rod leads to the bottom valance and fender. There is a metal stiffener bar there where all the panels and the rod meets. Everything attaches to that. Yes, it strengthens the lower fender and valance. If your fender is flapping, there are actual fender supports that mount the outer fender by the wheel opening to the inner fender. Do not have anything of the brackets bolted on to with the surround but look close and you can see the rusted outline of one on the drivers side.
