I'd say plug it up, all it will do is make a spot to spill gasoline on the manifold making a fire hazard. As long as the brass tube is clear that's all the vent you need. | | |

I can't tell if it ever had anything in it (no visible signs). I just don't understand why you would need another vent hole in addition to the brass tube vent.
