That seems to me to be the biggest issue here to get figured out. I don't know the model number. It's a good reason to start hitting swap meets.  To answer your question about why it doesn't blow off as you drive down the road, there's a 2-3" gap all across the back that lets the air flow through. Here's some more info about the Fulton.
