I would like to find an electric cut off saw which operates the small 3 inch discs, 3/8 arbor. I've seen many that are air operated, any suggestions.

I would rather be late 10 minutes in this life than 10 minutes early for the next

I use my angle grinders more for cutting than I do for grinding. They use different wheels, though.

The main use is to cut out some rusty metal on certain body panels, and inside the cab. This type of tool would allow for cutting close up to corners etc.

These type die grinders are for grinding not a cutting wheel.

You may want to try a body saw not my type of brand I like but a example. http://www.harborfreight.com/electric-body-saw-65766.html

I don't know how close of quarters you are working in, but you might like to use a Dremel Tool with cut off wheels. I am working on the interior cowl panels, and you get very precise cuts with the Dremel. I use tape as a cutting guide, plus you don't remove as much metal. Also use a full face protection mask as the Dremel wheels are a little soft and can shatter as they wear down.
