if thats the only place where it is bad, I believe u can buy replacment panels for above the windsheild, and it would be worth welding. I had the same problem, but my floors were pretty much gone, so i got a different cab.

It's pretty much the Kiss of Death for that cab. If the area over the windshield is that bad, many other areas will be compromised as well. The A pillars are likely to be heavily affected. The replacement panels are available but not from the commonly used companies. You'll have to look for them. If it's a rough and ready kind of truck, then roll with it. But if this one is your dream truck, go with 63lwc10's example and get a new cab. I got 2 cabs before I found the right one from California.

All of the usual suspects, carry the cab eyebrow panel, including:

www.classicparts.com
www.oldchevytrucks.com
www.fillingstation.com
www.truckandcarshop.com

Be advised, the removal and installation of this panel is rather invasive and I don't recommend doing it yourself, unless you have the experience & know-how. There are some blind spot-welds and unless you remove the roof cap or weld the seam, you will need to use panel adhesive, where the eyebrow meets the "A" pillar. Additionally, this area rusts from the inside, so the rust that has appeared on the outside, is a partial snapshot of what it looks like on the inside. I have seen this area "spot-repaired", only to bubble in other areas, that appeared to be solid previously.

I never advocate discouraging someone from undertaking a project, however, there are some things that have diminishing returns...in this case a good donor cab, may be in order, depending on the amount of rust and your skill-set. In any case, good luck with the process and keep us posted on your progress.
