Are they supposed to be independant? One pulley has to turn one way while the other should go the other, or else eventually it'll fray up the cable or wear out the pulley. Mine got hung up from too much paint.I freed them by rotating by hand and applying a little white grease on their center pin. Also, did you cross the cable once as it ran through the seat frame? And adjust it for tension?

The link to the shop manual was very good and will be very useful with other items however there is no diagram of the cable layout for the seat adjuster.
Can anyone help with a diagram or picture of how the cable is run.
