My question has to do with which parts should be replaced with new, which should be turned or ground to specs, and which are just OK to inspect. I want a job done right, not just replace a valve cover and paint it. Any help is appreciated.

Your machinist(or you) can do that.That'll determine what needs rework or replacing. OK to inspect could be valve cover,side cover,water pump,oil pump,distributor.But that means taking apart to inspect, not just eyeballing.
