The ideal answer would be one of those early columns or the van column as already suggested.
Otherwise you are looking at locking column options and most any rear drive GM tilt column can most likely be adapted.

Make one, I've done it several times. Get the column you like. Remove the ignition tumblers & steering wheel locking mechanism. Grind off the numb from the ignition tumblers and fill the hole. I used JB Weld & finished it up w/some bondo. Sand everything smooth & paint it your favorite color. Heck I made a 94 GM FWD tilt column look like it could have came out of a mid 70's GM car/truck. In the future I may remove ignition tumblers & steering wheel locking mechanism and smooth everything out(this column) but I haven't made up my mind yet....joe

I have done it in the past to several other columns.
