My question is do I need a backing plate(inner dust plate)? None of the kits I have looked at supply one with the kit. I think I am going to go with the disk brake kit speedwaymotors sells.

Race cars don't use them so as to expose the disc to as much cool air as possible. Disc brakes are self cleaning but if you are in a lot of dirt/mud/sand then debri trapped between the pad and disc will eat up a disc quicker.
