Push down on it and turn it about 1/8 turn counter clockwise. If it doesn't pop up on its own, tap on it like you would a jar lid you can't get off. I have never had one I needed any tool to get off yet. I use a channel lock pliers to press down on the coller.

I ended up soaking it in PB Blaster and hitting it with a rubber mallet to make sure it was completely free. Then, like Wrenchbender, used a pair of channel locks and pressed down and turned.
