Yes, approximately.

However they are not interchangeable on the same rim, which you probably already know.

They're close enough to run a tube-type 20" and a tubeless 22.5" on the same hub. The trucking company where I used to manage the shop did it routinely. Tires have to be pretty compatible so far as profile goes, but the -.5 wheels were intended to be a direct replacement for tube type wheels. For instance, 15" tube type and 16.5" tubeless are supposed to interchange. 16 and 17.5, 20 and 22.5, and 22 and 24.5 are all supposedly direct-swap replacements.
