I have one that I thought was a lid but its about 1/4in short on both sides if centered over access hole. Its a bit longer from the battery lid. Is there something else that needs to be in the access hole for the lid to lock in place?
Any pictures out there of your toolbox access hole that you could provide here to compare??

I have only seen one cover in a picture that shows both lids. I do have a cover thats fits the panel truck tool boxes (somewhere along the lines of 9.5" x 16"), which comes up short of the overall length of the suburban storage hole.

The larger cover came with the 49 Burb that I have.

Photos of the floor, the holes, and the covers would be very nice in this discussion. This weekend, I'll try to find the three different cover that I have for a 1953 Panel (but, I do not have a panel to take pictures of the floor).
If no one has Suburban floor photos, I'll try to take photos of those. My availability this weekend is very limited - March Madness has started.

I took some full width cab photos but am not having luck uploading them here. I'll try again to figure it out. I didn't get but one old bomber looking seat that was not even fastend down when I got the truck.
So now I uploaded the pictures to my Photobucket, they will be the first three photos.

Most likely you have a panel truck that was converted into a "crew bus".
This was common in the military and in other fields, like forestry.
