When you sit in the seat, there's some air displacement (or alot of air displacement if you're pushing the 300# mark like I am!), and those valves allow for a controlled escape of the air. If you sit on the seat, you'll hear them blow out.

Notice how on the tire iron it's longer, and looks odd, that is for reaching inside a dually...
