I have had the starter rebuilt thinking it was totally dead and installed a new and fully charged battery. The lights and horn work, but when I step on the starter the ammeter drops to 0. My solution was to put the truck in gear with the clutch released, then rock the truck forward and back. This turns the engine and flywheel, which releases the starter drive gear. Best take the starter out and get it up on the bench. Using jumper cables and your new battery see if the starter is operating correctly there before installing it in the truck.
