Not trying to be funny... Some motors aren't strong enough to sweep dry glass.... Even some electric ones. If they can't finish the sweep, the arm won't go 'around the horn' to do the return. Have you tried removing the arms and checking the motion of the mounts?

Re-assembled and it works great. It had bumps on the wall of the air chamber. Seemed like it was a bump that was in the mold but i don;t see how it would have worked. If something is causing it to hang up then it might produce your symptoms.
