Is the glass wet? Not trying to be funny... Some motors aren't strong enough to sweep dry glass.... Even some electric ones. If they can't finish the sweep, the arm won't go 'around the horn' to do the return. Have you tried removing the arms and checking the motion of the mounts?

Current fleet (subject to change w/o notice)
\'49 GMC 3/4-Ton , 60 Austin Healey Frog-eye Sprite (some assembly required), 2011 Dodge Avenger, 2015 Jeep Cherokee. No, they don't all run.
My other ride is a (B737)no, (B767)no, A320.... Update... was Embraer E190, now Boeing B787.

I found that my wipers were actually binding in the part that goes through the cowling. Had to clean and lubricate that and helped a bunch.

My vacuum motor would only go one way, I opened the valve chamber and cleaned the dirt out of it and oiled it very thoroughly. Re-assembled and it works great. The valve chamber is under the cowl vent so vacuum tends to suck in dust and dirt.

I had trouble with mine. It had bumps on the wall of the air chamber. Seemed like it was a bump that was in the mold but i don;t see how it would have worked. So i sharpened a screw drivier and wittled down the aluminum till it was flat and then sanded it with fine sand paper, regreased and it worked good after that.

If I remember correctly they have a reversing valve that causes it to go back. If something is causing it to hang up then it might produce your symptoms. I would clean it up, oil it and try it before installing it again.

You still should check your vacuum, gauge is cheap and also a great tool for tuning up the motor. You should have close to 20" of vac.
