Is there a source for the proper torgue and tightening sequence for intake manifold bolts for a Chevy small block?

Check the year appropriate shop manual. It has that and most everything else you need to know about your engine.

Check out your local library...the bigger the better...I was surprised at the number of shop manuals they had in the stacks...a lot of old stuff too. Might be a place to look if you don't want to spend the coin for that book.
