I would use POR-15 on the cab floor and cover it with POR-15 top coat flat black. I tried Eastwood rust converter on a couple spots and POR-15 on some other areas. My truck got left out in the rain for several weeks (its a long story) and the POR-15 did fine. The rust converter rusted through (surface rust) in places. Maybe I didn't put it on correctly, but I am sold on the POR-15.I would brush it on. It will flow out just like it's sprayed on. Just get a good respirator when using the POR.
