Make sure the tail lights housings are grounded & the bed is grounded to the frame. If the wires are crossed the tail lights are real bright & you can't see the turn lights.

Make a concerted effort to make all grounds good on your truck. That way when ever something goes afoul at least you know the grounds are good

Do the brake lights work when the tail lights are off?
Also, what type of turn signal set-up do you have? The GM set or a non-original-style set?

OK, so you do not necessarily have a grounding problem.
What brand of turn-signal mechanism/switch are you using?
How many wires does it have coming out of the switch?
Do you have a set of wiring instructions for signal mechanism/switch?
