I've had that problem in the past, and it was because I didn't bench-bleed the master.
Tapping on the housing lightly with a small ball-pein hammer helps get the bubbles out while bench bleeding.

If so, drill a hole in it and put a tubeless valve stem in the hole and then put about 10psi air to it and crack one wheel cylinder at a time beginning with the fartherest from the master cylinder. | | |
