The little item called the 'brake lock' has to have rather sharp edges where the pedal arm passes through it. These sharp edges bite into the arm and hold it, which holds the parking brake ON! See if the picture helps and take a look at the condition of this 'brake lock'. It helps if the hole in the pedal lock is still mostly round, and the edges are clean. I think this is what Stuart ment. If not please feel free to correct me. Also this whole assembly needs the correct tension to work properly. Even after adjusting everything on my 52 I had to tweak the pedal lock just a bit to get it to work like a champ.
