If it is rotted from rodents chances are you have more damage than just the area over the windshield. I just went through that with mine. It looked like the inner & outer roof above the windshield, but when I cut out the front header I found nests & rot all the way back over the doors. I ended up getting a used roof cut and replaced the entire inner & outer roof in one piece. It is no small job.You can go to my Photobucket link and go to REPLACE ROOF under Albums. I took plenty of pictures.

On mine, I would have had to cut the entire front of the outer roof off, then the inner roof from the back of the door openings all the way around the front. Then cut the roof rails out in the top of the door openings. Hardly worth all that patching when I could cut the entire inner & outer roof off & replace in one piece. Mine appeared to be just above the windshield too, but when I started cutting I had to go back so far because of the "hidden rust" the entire roof cut was the only option.
