Should I use some kind of welting between my wheel tubs and the bedsides on my Fleetside bed?

wasn't any welt originally, but may have been some seam sealer - can't hurt

yes put the welting on!! in makes the truck side fenders stand out, and your really see the form of the truck, not just one color blaa going by , makes it look clean n neat, and i get alot of remarks about it, and for only a few bucks it worth it !!
